Corruption Watch - Proof that Flock AI Database Cameras are Capturing CONFIDENTIAL info, and Cities are sending it all over the country
May 28, 2026 - AI Data Center Flock Camera ABUSE:
Cybersecurity Professional and government contractor SAM PEEBLES is on notice.
So is government contractor JAMIE WARRICK.
They moonlight as City Commissioners who are violating the law with our confidential data.
They both ignore Florida Statute 316.0777, which classifies Automatic License Plate Reader data as “CONFIDENTIAL.”
Especially when the photos are accompanied with “Individual Unique Identifiers.”
As a cybersecurity professional, Commissioner Peebles is very aware and accountable to violating the law with confidential information.
Given that the confidential data they are “capturing” involves the DMV and is being exported digitally across state lines, this is not only a state crime but also a federal crime.
These government contractors need to correct their actions immediately.
May 28, 2026 - All Flock AI Database data is CONFIDENTIAL, according to Florida Statute 316.0777.
Therefore it must be protected according to law and policies & procedures.
They didn’t know that. They thought ALPR data was only classified as “sensitive” when the State has designated it CONFIDENTIAL.
Now we’re cross checking to hold them accountable.
May 27, 2026 - SHOCKING new info on Flock AI Data Base Cameras in Lynn Haven.
May 27, 2026 - Flock’s “Vehicle FINGERPRINT” is a UNIQUE IDENTIFIER. Paired with the license plate, this technology makes the data collected by automated license plate readers CONFIDENTIAL, according to FL Statute 316.0777.
This AI technology can recognize and track the same vehicle even without a license plate. That’s a “unique identifier” even if it doesn’t include a name.
Cybersecurity professional and Lynn Haven Commissioner SAM PEEBLES is trained on how this ties to confidential records. He has a legal duty to protect confidential records. He is willfully violating the law and his government credentials.
So is government contractor and Commissioner Jamie Warrick.
Just five months ago, on Dec. 30, Flock representative Kerry McCormack told the City Commission the following:
“As Deputy Chief Enfinger can tell you, um, sometimes when folks commit a crime, they will swap a plate. They take the plate off, uh, different things like that. So, that way the photo of the back of the vehicle CAN TELL YOU what’s the make of the vehicle, body type, color, does it have a roof rack?”
Flock’s “Vehicle Fingerprint” captures bumper stickers, dents, tool boxes, etc. in addition to license plate numbers. Then the data is downloaded, catalogued, stored, tracked, and shared with more than 1,500 agencies across the country.
All of it is searchable. This is one reason the Flock representative called it “precision police technology.”
He explained how these UNIQUE IDENTIFIERS are stored as searchable fields, or used to trigger alerts.
It creates a structured identification record of everyone, not just “criminals.”
City officials are making a bad-faith argument that FL. Statute 316.077 doesn’t mean what it says.
In fairness, all 412 cities and 67 counties in Florida are doing this.
But right now I’m naming the lawbreakers in Lynn Haven who are masquerading as public servants.

Cities and counties can enter your plate without a lawful purpose. Then they share it with more than 1,500 agencies across these United States.
You immediately become the subject of real-time alerts in every city, county, and state for several years.
Basically, you’re in hot pursuit by the entire country. As though you’re in an Alfred Hitchcock movie.

This gentleman argues that Flock’s “Vehicle Fingerprint” AI technology is not considered Personal Identifying Information according to a statute relating to “possession” of another person’s PII.
But that’s not the governing statute for Flock photos that include unique identifiers such as bumper stickers that are used to track vehicles even without a license plate.
Understanding the law requires critical thinking and logic. I’m not being snarky; I mean it literally.
For example, in order to get into law school you have to pass the Law School Admission Test that measures critical thinking, analytical, and logical reasoning. It’s known as LSAT.
And it’s not an easy test. Don’t believe me? Try it and see for yourself.
The training material is actually very helpful if you want to sharpen your thinking.
I taught logical fallacies in college at Penn State, Weber College, and Gulf Coast College. So I thought the LSAT would be simple.
It wasn’t, at least not for me. So it gave me an appreciation of the intelligence of lawyers.
Which, in turn, made me even more suspicious of their ethics when they pretend not to understand basic rules of statutory construction.

They using it to track girlfriends and critics.
But they share your vehicle data with 1,500 agencies across these United States, including the federal government.
